Mayor Bonafe DeVera Parayno continues to implement preventive suspension upon Poblacion PB Quinto and Kagawad Morillo..





Mangaldan Mayor Bonafe DeVera Parayno in a press conference called today December 8, 2014 at the municipal hall opined that the preventive suspension for 60 days against PB Joselito JOJO Quinto and Barangay Kagawad of Poblacion ,Mangaldan based on the SB REsolution No. 2014-83, September 18, 2014 recommending preventive suspension in Administrative Case No.1-2014 she issued on September 20,2014 still subsists. The Lady Mayor further stated that SB Resolution No.2014-114 "TERMINATING THE HEARING /INVESTIGATION IN ADM CASE NO. 2014-01 ENTITLED MUNICIPALITY OF MANGALDAN REPRESENTED BY HON. MAYOR BONAFE DEVERA-PARAYNO, COMPLAINANT, AGAINST PUNONG BARANGAY JOSELITO G. QUINTO AND BARANGAY KAGAWAD MELINDA P. MORILLO OF BARANGAY POBLACION, RESPONDENTS FOR "GRAVE MISCONDUCT" AND REFERRING THE SAME TO THE REGULAR COURTS FOR RECEPTION OF EVIDENCE did not ipso facto dismiss the case . Despite the existence of the Office of the Provincial Prosecutor Resolution dismissing the complaints for Usurpation of Public Office, Assault upon a Person in Authority and Resisting Arrest for lack of probable cause based on the SB REs. No. 20114-114 and the amateur video presented by respondents, still the Lady mayor believes the respondents would be liable for the same offense if they attempt to report to their respective offices and perform their functions. The Lady Mayor contemplates to file Motion for Reconsideration on the aforementioned dismissed complaints by the PNP Mangaldan. While still contemplating she believes that the resolution of the Office of the Provincial Prosecutor is not binding and has nothing to do with the preventive suspension contrary to the rationale of the OPP resolution dismissing the complaints filed by PNP Mangaldan. 


Meanwhile, PB Joselito JOJO Quinto and Barangay Kagawad Melinda Tonnete Morillo this afternoon December 8, 2014 files complaint for OPPRESSION, PERJURY, UNLAWFUL ARREST, UNLAWFUL DETENTION, GRAVE ABUSE OF AUTHORITY AND GRAVE MISCONDUCT VERSUS MANGALDAN POLICE OFFICERS. Attached herewith is a copy of front page of the complaint filed at the Office of the Ombudsman.

PB Quinto of Poblacion Mangaldan Arrested..



There exist a SB REsolution No. 2014-114 signed by SB Members of the Municipality of Mangaldan terminating the investigation in Administrative Case No. 2014-01 entitled Municipality of Mangaldan represented by Hon. Mayor Bonafe DeVera-Parayno complainant against Punong Barangay Joselito Quinto and Brgy Kagawad Melinda Morillo Poblacion for Misconduct . Although there was a preventive suspension imposed against them for a period of 60 days, it has now become moot and academic in view of its termination of the administrative proceedings as pointed out by Atty. Emmanuel B. Cera- legal counsel for the respondents. Hence, both PB Quinto and Brgy Kgd Melinda Morillo reported for office, however, they were prevented from holding office by some policemen and allegedly manhandled by some members of PNP Mangaldan on December 3, 2014 at about 11 in the morning.They are now detained for usurpation of public office and resisting arrest. Subsequently, a letter of Atty Emmanuel Cera was forwarded to Lt. Col Jackie Candelario for their immediate release. They are set for release at around 11 PM December 3, 2014. LT. Col Jackie Candelario is yet to give statements anent this matter. So far there is no violent protest as the case is properly handled by the PNP Mangaldan. PRO-COR Arrested NPA member, Three Top Most Wanted Person and 26 others



Camp Bado, Dangwa, La Trinidad, Benguet- In its bid to wipe out wanted persons in the region, the Police Regional Office Cordillera (PRO-COR) went after wanted persons arresting 28 in a week.

Among the 25 arrested wanted persons, was the arrest of a former member of the New People’s Army and three Top Most Wanted Person (TMWP) of Benguet Provincial Office.

Police Chief Superintendent Isagani Nerez, Regional Director that joint operatives of Intelligence personnel of kalinga PPO, PRO-COR  and RIU-14 and members of the Provincial Anti-Illegal Drug Operations Task Group (PAIDSOTG) arrested Bernardo Bagsao Dolnagon, 41, native of Balbalan, Kalinga and a resident of Purok 1, Brgy. Tuga, Tabuk City, Kalinga in the morning of October 18, 2014 at Block 3, Purok 5, Bulanao, Tabuk City, kalinga.

Dolanagon was a former member of the KIlusang Larangang Guerilla (KLG) BAGGAS of the Ilocos-Cordillera Regional committee (ICRC) operating in the Province of Kalinga and part of Conner, Apayao. He was charged for the crime of Double Murder and Multiple Frustrated Murder with recommended bail of Php200,000.00 while Renan Canao Kidang a.k.a. Ren-Ren, 25, a resident of Hilltop, Purok 6, Bulanao, Tabuk City, Kalinga, was arrested at jenifer Snacks and Boarding House located at employees Village, Purok 6, Bulanao, Tabuk City, kalinga for Attempted Murder with a recommended bail of Php 120,000.00.

In the Province of Benguet, Police Senior Superintendent Rodolfo Azurin, Provincial Director of Benguet PPO said that three TMWP were successively seized by his men in three separate operations over the week.

The No. 2 TMWP for the 4th quarter this year in the Municipality of Bakun, finally landed in jail after he was arrested in the afternoon of October 23, 2014 at Poblacion, Buyagan, La Trinidad for violation of SSS law 1997.

Police Senior Inspector Cesar D. Mallong  who led the team identified the suspect as Alexon Botil Sanuan, 38, farmer, and presently residing at Tawang, La Trinidad, Benguet. Judge Cecili Corazon S. Dulay-Archog, the presiding Judge of the RTC, Branch 6, in Baguio city issued no bail for his temporary liberty.

Another listed No. 7 TMWP for the 3rd quarter this year in the Municipality of La Trinidad was by the members of the La Trinidad MPS at General Luna, Baguio City on October 20, 2014 for two separate crimes.

The female suspect was identified as Judith Moltio Luma-ang, 33, businesswoman, and a resident of AE-19, West Buyagan, Poblacion, La Trinidad, Benguet who was nabbed for 2 counts of Estafa with a total recommended bail of Php 100,000.00 and for 11 counts for Violation of B.P. 22 with an overall total recommended bail of Php 3,000.00 by Judges Edilberto t. claraval of the RTC Branch 60, and Maria Clarita Casuga-Tabin of the MTC Branch 4, both in Baguio City.

Kibungan’s No. 7 TMWP for the 4th quarter this year was also arrested by the personnel of Kibungan MPS at Pines Park, Balili, La Trinidad, Benguet on October 22, 2014.

Suspect was identified as Enero Lauyan, 28, a native and resident of Badeo, Kibungan, Benguet and was charged for violation of RA 9165 known as The Comprehensive Dangerous Drug Act of 2002 issued by Judge Benigno M. Galogac, Presiding Judge of RTC, Branch 63, La Trinidad, Benguet with no bail recommended.        

Further, Abra’s number 7 TMWP, voluntarily surrendered to the personnel of the Abra Provincial Intelligence Branch and PNP Abra Shield on October after a series of negotiations was made.

Police Senior Superintendent Albertlito Garcia, Provincial Director identified the suspect as Rudy Ballestra Manggad @ Attit, 35, farmer, and a resident of Brgy. Catacdegan, Nuevo, Manabo, Abra who was charged for the Crime of Arson issued by Judge Raphiel F. Alzate , Presiding Judge RTC Branch 58, Bucay , Abra with no bail recommended.

Following was also the surrender of another wanted person on October 23, 2014 named as Joven Lang-ayan Ruperto, 43, who is a resident of Brgy. Gayaman, Luba, Abra, after a series of negotiations made by the personnel of Luba MPS for ‘Violation of RA 9262.”

Two rape suspects were likewise arrested, namely Arson Caslangan A.K.A. “Palsoot”, 36, farmer, a resident of Brgy. Dalicno, itogon, Benguet with a recommended bail of Php200,000.00 and Oliver Dumalig Bakilog, 28, Out of School Youth and a resident of Poblacion, Tubo, Abra, who were both seized in their respective residences.

Twenty one other wanted person were consecutively arrested in the different parts of the region for committing various crimes over the week wherein mostly crimes committed were theft and estafa.

Chief Superintendent Isagani Nerez, PRO-COR Regional Director, extended his gratitude over this “overwhelming outcome” of PRO-COR’s campaign against Wanted Person.
