MLGOOO Amian/Liga ng mga Barangay Pres. Magliba conducts BENEO/Let’s Give Mark Cojuangco the Benefit of the Doubt

Magliba-Liga ng mga Barangay President  conducts GREAT Barangays, “Laying the Foundation for Grassroots Empowerment for Accountability and Transparent Barangays on February 25-26, 2014 at Hotel Trish, function Hall at Pob. Mangaldan, Pangasinan. According to MLGOO Amian, “this is the first batch out of 350 Barangay Officials of San Fabian  , the other half are scheduled on March 5-6,2014. The salient features of the trainings are; Barangay Governance & Administration; Roles, Duties, Responsibilities & Benefits; Strategic Management; Barangay Legislation; Improving Transparency and Participation; Enhancing Performance through Accountability; Katarungang Pambarangay Law; Basic Barangay Finance. 
It is expected that with these in depth lectures upon barangay officials will educate them in the smooth performance of their functions which will redound to the benefit of their constituencies.

Barangay Officials are inclined to gravely abuse their authority in the guise of their regular performance of functions. In the 4th district alone, there were barangay officials involved in shooting incidents through the use of firearms either licensed or unlicensed. Under the Local Government Code of 1991, they are not authorized per se to do so unless in self-defense or there is necessity to use firearm or be used to paralyze the aggressor or the means used by the barangay official in repelling an attack are reasonably necessary under the circumstances. That is why there is this GREAT training being conducted by Department Of Interior and Local Government to those newly elected barangay officials on the appropriate exercise of their official functions. Although these trainings are conducted, there still who wittingly or unwittingly abuse their authority and this should be motu propio be administratively investigated; in case of barangay officials by the Sangguniang Bayan; municipal officials by the Sangguniang Panlalawigan and imposes  disciplinary sanctions or dismissed accordingly by the appropriate authority.  Criminal cases should likewise be filed against these barangay officials. The body of the crime or the object or firearm used should not be released until a court order is issued otherwise the police officer in custody thereof shall be held administratively or criminally liable. The Philippine National Police shall pre- evaluate these acts of police officers.

Special tree cutting and earth-balling permit no. 2013-10 was granted to the DPWH 3rd Engineering Office for the cutting of the 1,829 trees and earth-balling of 107 saplings to be affected by the widening of the Manila North road which traverses the Rosales-Sison in Pangasinan was previously requested by former  Congressman Mark Cojuangco of the 5th district of Pangasinan. However, environmental groups questions the indiscriminate cutting of trees,, Fr. Robert Reyes-Running Priest-advocate of environmental protection, said “with the cutting of 1,829 trees gross contradiction or inconsistent with the National GREENING PROGRAM mandate of  planting a billion trees because you cannot equate a cutting of  100 years trees with planting of 100 seedlings. Former Congressman Mark Cojuangco queried whether planting 1000 trees could equate cutting of 100 years tree, Fr. Reyes told, “still could not equate.”Thus, the problem of the new and old paradigm, that is profit at all cost Versus the new paradigm of environmental preservation and renewal and with the effects of dreadful Typhoon Yolanda, you cannot be driven by profit anymore; you can only look by something that cannot be easily seen; the air we breathe the water we drink; the quality of Earth WHERE We plant our vegetables; All of these are not put into the equation because in road -widening the contractor will earn money, the DPWH also earn money, and who knows probably PDAF is involve here.

Congressman Mark Cojuangco stresses the fair balancing of interest in the light of road –widening along the national high ways through lawful cutting of trees. “ we should not allow the issue in thundering to emotion. Dumating na naman yang project na matagal na naming hinahanap  para sa road-widening sayang naman kung hindi yan matutuloy, na de-lay na nga ng tatlong taon. Itong road -widening para naman sa mga kabutihan ng mga tao sa distrito. Tignan natin ang economic reasons, reasons for development, tignan ang mga plano sa pagtatanim ng mga kahoy duon sa outside stretch ng highway at kapag naintindihan na lahat ang mga yan at saka kayo gagawa ng hatol, hwag masyado maaga ang paghatol.”

Mayor BonafeDevera took a 45 degree turn when she pulled out the operations of videoke inside the public plaza through an issuance of a sort of executive order  in accordance with the court compromise agreement in a civil case 2005-0019-D, to wit; that there would be no more videoke or karaoke machines to be operated in public plaza; that the big loud speakers on the plaza will not be operated on during the day and will be toned down at night time; that the Mangaldan Public Plaza shall not be used for “ peryahan.” Additionally, to enforce further and in reiteration of the said compromise agreement Resolution No. 2014-08, “designating the public plaza as “no videoke zone” during town fiesta celebration, authored by Municipal Councilor Joel C. Meneses and approved by all Sangguniang Bayan Members led by Vice-Mayor Manuel M. Casupang was passed on February 11,2014. Otherwise, she will be contempt of court violating the aforementioned compromise agreement. It’s worth to mention too, the letters sent to the Office of the Mayor by Atty. Joseph Emmanuel Cera and Atty. Fernando Cabrera reiterating the court’s compromise agreement.

San Fabian National High School Principal Edna Ballesta, P-1V divulges that on March 7, 2014 the upcoming 25th (silver) Founding Anniversary of San Fabian National High    School featuring popularity contest,Mrand Ms San Fabian NHS. The San Fabian NHS was also a recipient of two storey building with four classrooms and 11 sitters and 12 sitters comfort rooms funded by DepEd. The covered court is under construction funded by the Office of Mayor ConstanteAgbayani. The good Mayor Agbayani continuously supports all programs and projects of the said school.

MAYOR PERALTA OF BALUNGAO HILLTOP ZIPLINE...



Balungao, Pangasinan--Mayor Philipp G. Peralta of the Municipality of Balungao enumerates local tourism sites primarily to increase local revenue and provide local employment to its constituents.Balungao is known of its One Town One Product goat (OTOP) through its “Goat Festival, “ which is one of the highlights   of their town fiesta on March 18-21,2014.
Goat production of this town is recognized by national agencies specially on its technology transfer and received several awards. High breed goats-crossed- breed and upgraded- goats are produced and distributed to farmer’s recipient who shall undergo training(knowledge) on goat raising and must provide housing for them. Goat meats are in demand from ready consumers in the municipality and adjacent towns. Livelihood opportunities for goat raisings are continuously being provided to farmers to augment their source of income.
According to Mayor Peralta , “the BalungaoHilltop Adventure and Zipline features a second zipline for about    1.4  kilometers which will be completed definitely this summer. The road going to the Hilltop Zipline has just been finished. We are continuously improves the facilities inside the resort so that sufficient services will be provided to local and foreign tourist. Water systems are to be installed in the area although there is an existing source of water therein. Likewise, ten (10) rooms will be constructed as lodging houses for tourist who wish to sleep overnight has been granted by Department of Tourism.
A special event of”Challenge on Triathon” (running, biking and swimming) will be held on March 28, 2014. Tourist and visitors are invited to join and participate thetriathon.
 We are also exerting and introducing more improvements in the facilities of the hot springs in order to attract more tourists to visit this beautiful tourist spots in Balungao.” A Wellness program on massage will also be provided by the trained BHW as an additional source of income to them.

RICE ACHIEVER'S AWARDS..

Mayor  Kim Amador receives Rice Achiever’s Award
Manaoag, Pangasinan---Manaoag Mayor  kim Mikael Amador received the 2013 National Agri-Pinoy  Rice Achiever ‘s  Awards granted by the Department of Agriculture on March 14, 2014 at the New Performing Arts, Pasay City being able to produced 5.7 tons of palay per hectare. Likewise, Agricultural Extension Workers namely Arnold Gernonimo- Municipal Agriculturist, Virginia Geronimo, Leonides Cristobal are awardees to this national event as they excelled in the implementation of agricultural program of the government. The Municipality of Manaoag has an irrigable land of 2, 159 hectares; irrigated land -1, 485, NIS-1,102, CIS-191,SWIP-15,STW-177; Its rain-fed land is 674 hectares.
Mayor Kim also received the P 1 Million as cash incentive being the number one palay producer in the province. This amount will be subsequently downloaded to the municipality as they have the discretion which agricultural local program they choose to finance.
Meanwhile, the Municipality of Manaoag is a regional candidate as it garnered the best provincial implementer of Lupon Tagapamayapa sponsored and by the Department of Interior and  Local Government. According to MLGOO Biason, “the assessment was a result of smooth implementation of  Barangay  Council thru its Lupon Tagapamayapa in the conciliation and mediation of disputes within its jurisdiction to de clog cases filed in court.” Mayor Amador strong leadership in the pursuit of “matuwid na daan” advocacy yielded to these accomplishments.
