ILLEGAL CONSTRUCTION OF POULTRY FARM, QUESTION?



Laoac, Pangasinan--  Laoac Sangguniang Bayan questions the illegal construction of poultry farm thru the temporary presiding officer SBM Campos on June 9, 2014 in its regular session. Sangguniang Bayan Member Eleno Olande as Chairman of Committee on Environment delivered his privileged speech on the issue of an illegal construction of poultry farm with more or less six (6) buildings located at Brgy. Botigue adjacent boundaries of Brgy. Turko and Cabulalaan. With the manifestation of SBM Rolando Ramos –Majority Floor Leader called on the appearance of   Engr. Castillo –Municipal Engineer to shed light on said construction. Engr. Albert Castillo stated “that the owner of said poultry is Engr. Alex Gacutan of Urdaneta City. Accordingly, he has issued a notice of illegal construction on May 15, 2014 received by Mr. Joel Peru representative of Engr. Gacutan copy furnished to Punong Barangay Ricardo Ochenang, Botigue, Laoac, Pangasinan. Such notice of illegal construction is in violation of Section 301 of the National Building Code (PD 1096) to stop immediately all illegal activities in the premises and Mr. Gacutan to contact the Municipal Engineering Office within 3 days from receipt. Subsequently a letter dated May 22, 2014 from Engr. Darwin Tagacay, Project Engineer of Alber Farm requesting for an extension of time to submit the necessary documents for the issuance of building permit.
SBM Atty Edilyn Rebugio asked Engr. Castillo,“what actions have you done to implement the National Building Code?” “I gave a copy of notice of illegal construction to the Chief of Police Edgar Gonzales after the good Mayor Silverio Alarcio instructed him to inquire into the said illegal construction, “Engr. Castillo replied. SBM REbuggio commented that his office may recommend for the appropriate charges in violation of the National Building Code will suffice, thus, a resolution of the SB to that effect is unnecessary.
SBMs Rebugio , Ramos, Olande, Liga President Juanilo Alarcio, Jr. and others stated that the construction of said poultry farm may violate Section 31 of the Municipal Environment Code requirements, to wit; a) good drainage system; b) structure of livestock farm shall be at least 500 to 1000 meters away from the buildup areas and 200 meters away from major roads or highways; c) require to plant trees, etc. Additionally, Liga President Alarcio, Jr. commented that if appropriately apprise of the situation, the good mayor may issue cease and desist order on continuing construction of the poultry farm. The Municipality of Laoac is strictly implementing its Municipal Environment Code. Police Senior Inspector Eric Ylan Gonzales ought to implement the cease and desist order being issued anent the illegal construction.

VM CASUPANG ADHERENCE TO RULE OF LAW , NICER BARES PROJECTS..



Mangaldan,Pangasinan ----Vice -Mayor   Manuel “Manny”Mejia Casupang sent a letter and read it in Sangguniang Bayan open session on June 2, 2014 to Mayor Bonafe Parayno on the pertinent powers and functions of their respective offices because in some instances the Mayor signed documents on leave of absence of employees under the Office of Sangguniang Bayan. He emphasizes Section 47, R.A. 7160, otherwise known as the Local Government Code of 1991, “ xxx in case of SAngguniang Bayan Members and its employees under the Office of the Sangguniang Bayan, all leave of absence shall be approved by the Vice-Mayor xxx.” This is enshrined in the Local Government Code to provide checks and balances among local government departments to prevent abuse of authority. Despite the existing of said provision, there are still officials of the same vein who has the temerity to defy it.

Thus, Vice-Mayor Manuel Casupang reminded the aforementioned mayor the importance of rule of law to maintain harmonious relationship in the interest of genuine public service.
Meanwhile Vice-Mayor Manuel Casupang authored a resolution o subsidize the fees on pedicab operations to help them cope with t spiraling prices of commodities. The proposed lowering of tax rate    and other fees under the Municipal Revenue Code is prohibited of because taxes are progressive in nature.

It has been noticed that the Mangaldan Licensing Division employees are persuading or convincing business establishments in the Poblacion area not to acquire a barangay business clearance prior to the issuance of business permit. This is a patent illegal act of Mr. Chito Malapit.  Your out of bounce..mind!!!!!!! Some queried,” Utos ba ni Mayor yan para gipitin ang Barangay Poblacion kasi sinampahan siya ng kaso sa Office of the Ombudsman….??????” Will the Sangguniang Bayan investigate the matter.

San Fabian, Pangasinan  ----Mrs Rowena A. Nicer –Principal IV of East Central Elementary School of San Fabian ; two storey building with 8 classrooms are undergoing construction funded by the Department of Education central office –Bayani Fernando ; 11 rooms are under repair reason for having shift classes; almost 2000 pupils with P12.50 per pupil, thus, the school receive approximately P53,000.00 monthly. The Maintenance and Other Operating Expenses(MOEE) finances the school’s electricity, water consumptions, office supplies, training, teachers needs, the  2 security guards which are hired one for daytime and one for nighttime which is being paid by voluntary contributions from parents. There is no collection of other fees from parents in consonance with the DepEd existing policy. The municipal government provided Local School Board teachers assigned the school.

Flag ceremonies are being held at the school hall. San Fabian East Central ES has already complied with the rewiring of electricity connection. It is one of the earlier schools which comply with the mandatory requirements on updating the electricity connection.

Under the RAT (Plan, the public schools district supervisor – will be in charged with the instructional supervision/functions- more on the teaching performance of teachers, ways and means on how to improve the teachings; the school head’s function(under Principal Empowerment)  is basically administrative function, that is, selection, hiring, transfer, promotion of teachers and supervises the financial aspect of the school under the new guidelines. Is expected its smooth implementation and incumbent supervisor’s good faith compliance.

Laoac, Pangasinan---The Philippine National Police of Laoac through Police Senior Inspector Eric Ylan Gonzales has accomplished the following since he was assigned in this municipality on April 1, 2014. PSI Gonzales was previously assigned as Deputy Chief in Manaoag wherein he work closely with COP PSI Edison REvita that posted remarkable achievements in maintaining peace and order. As Chief of Police, PSI Gonzales and the PNP Laoac had filed cases onAlarms and Scandal, Direct Assault Upon person in Authority, Indirect Assault Upon an Agent in Authority & Violation of RA 10586 “ otherwise Known as The Anti-Drunk and Drugged Act of 2013, wherein at about 7:45 PM April 17 ,2014 the suspect identified as Bernardo Patacsil Jr. of legal age, married and a resident of Brgy. Limansangan, Binalonan this Province was creating trouble and challenging all Brgy. Council of Botigue for fistfight and uttered unsavory words “AWAN KABUTENG KO, UKITNAYO AMIN NGA BRGY. COUNCIL, UKITNAM KAPITAN BOXING TA NU KAYAT MO. Cases were filed at the MCTC Binalonan-Laoac, Binalonan, Pangasinan docketed under criminal case no. 8209, 8210, 8211 and 8212 respectively while the suspect was committed at BJMP Urdaneta City. Investigator on Case-SPO1 Mariano and PO3 Mason;

          That between 7:30 -8:00 o’clock in the evening of April 23, 2014, one Mary Ann Domeden, 16 years old, deaf and mute and a resident of Brgy Poblacion this municipality was allegedly sexually abused by one Abundio Ricafort y Rodillas @ka Bonjo, 66 years old, married and a resident of same place.  Incident allegedly took place at the nipa hut located at SB Ground Public plaza this municipality. A Case for Violation of Republic Act 8353 was filed against Mr. Ricafort at RTC Br 49, Urdaneta City, Pangasinan under Criminal Case number U-19646 with recommended bailbond in the amount of P200,000.00.  Mr. Ricafort committed at BJMP Urdaneta District Jail, Urdaneta City with commitment order issued by Hon. Judge Tita R. Villarin, Executive Judge. Investigator on Case-PO2 Abegail D Somiquiab;


          A mauling incident transpired on or about 1:00 PM of April 24, 2014, a trouble incident occurred at Brgy Lebueg, Laoac, Pangasinan wherein the victim identified as Rene Barbiran y Pasa, 26 years old, single, farmer and resident of said place and the suspect identified as one (1) Ian Paguio y Mapalo, 25 years old, single, stockman and also a resident of the same place. A crime of Attempted Homicide was filed at the MCTC, Binalonan-Laoac, Pangasinan docketed under Criminal Case Nr. 8215 with recommended bail in the amount of Twelve Thousand Pesos (Php 12,000.00) Investigator on Case-SPO1 Elezar Joy B Maria;

Moreover PNP Laoac had effected several warrant of arrests the following wanted persons, that OOA 12:30 PM April 24, 2014 one ALEX DARO y CUARESMA, @ “MARCING”, 32 years old, single, farmer and a resident of Brgy Calmay, Laoac, Pangasinan was arrested by virtue of Alias Warrant of Arrest issued by Hon. Judge HARRIET C. CAWI-CABREROS, Presiding Judge, 12TH MCTC, Binalonan-Laoac, Pangasinan for the crime of ATTEMPTED HOMICIDE, docketed under Criminal Case No. 8074, dated January 21, 2013.  The accused was released from the custody of this office by virtue of Release Order issued and duly signed by the same court posting the required bail bond in the amount of Twelve Thousand Pesos (Php 12,000.00).

At about 3:45 PM April 30, 2014, one Felipe Herrero y Paet, legal age,married and a resident  of Brgy Balligi, was arrested by the personnel of this station under the supervision of PSI RODERICK YLAN GONZALES, COP by virtue of Warrant of Arrest, signed and issued by Hon. EFREN B TIENZO, Presiding Judge, Branch 49, RTC, Urdaneta City with the offense of Statutory Rape with no Bail under CC Nr U-19389.
Meanwhile, the newly launched program “SINE KO TO, PARA SA KABATAAN, ALAY NG KAPULISAN” in linewith the firm commitment and policy of the PNP Regional Office led by Regional Directror PSSUpt. Marquez, PSSUpt. Marlou Chan,Chief-Regional Directorial Staffon PATROL 101maximum presence of PNP enforcers in the community conducted film showing and feeding program at Brgy D. Alarcio under the leadership of Punong Barangay Juanilo Alarcio Jr. atBrgy. D’ alarcioOn April 11, 2014 at about 5:00 o’clock in the afternoon.

Likewise, on April 25, 2014 at about 3:30PM, Elements of this Station led by the PNP Laoac conducted free film viewing and feeding program to more or less 150 children together with their parents, Brgy. Officials led by PB Eduardo Tamayo and BHW’s at Brgy. Cabulalaan this Municipality.  Said activity is in connection with the pet project of the Chief of Police SINE KO TO, PARA SA KABATAAN, ALAY NG KAPULISAN, to win the heart of the children and gain their respect and confidence to their Police.  Film showing entitiled “SINE KO TO” PARA SA KABATAAN, ALAY NG KAPULISAN to impart to the children the importance and role of law enforcer in the community . Due to effective and immediate response on reported unlawful incident and  patrolling regulary in the community ,  a balikbayan , Mr.Tito Amazan donated three (3) handheld ICOM radios with extra baterry pack to upgrade the communication units of the PNP Laoac.
