Dagupan City e-SOC hosts PDRRMO on technical uses of LIDAR Map
August 11,2015, Dagupan City---Dagupan City 's e- Smart Operation Center (e-SOC) in response to the ASEAN CHALLENGE as An  Emerging Smart City recently hosted Pangasinan Disaster and Risk Reduction Management Office (PDRRMO) in the use of LIDAR Map and Arc-GIS.  The stream of visitors coming from various entities both public and private to Dagupan city's e-SOC is a growing testimony to Mayor Belen T. Fernandez’ vision of "bridging communities"  by providing solutions to common problems. On August 5, 2015 ,PDRRMDO led by Col. Popoy Oro) accompanied by Senior Staff Engr.Ruben Aquino, Avenix Arenas, and  Joven Solis showed the LIDAR maps received from U.P. DREAM to the Flood Trackers of Dagupan City's SOC . According to Engr. Al Penamante (e-SOC Supervising Consultant) and Flood Mapper led by Edward Ugale who undertook the review and evaluation , the "lidar" maps are "JPG" files only and cannot be manipulated by the Arc-GIS software to show elevation. It will be noted that Dagupan recently acquired its own "LIDAR MAP"  in " ADC" file which can show the terrain elevation as well as structure elevation using Arc-GIS.
Consequently, the PDRRDMO team were advised to follow up the original request signed by no less than Governor Amado T. Espino to UP Dreams  Project Director Dr. Paringit to provide the province with a LIDAR MAP in ADC file format and the corresponding End Users License Agreement (EULA) the same as that entered into by  City Mayor Fernandez and UP-DREAM Project Director Paringit.
The PDRRMO team agreed to do the follow up. In turn the Dagupan Flood Tracking Team assured them of the use of the e-SOC facilities, such as Arc-GIS software and their newly acquired work station equipped with 1 terra byte storage capacity which can easily store and process the expected "LIDAR MAP of Pangasinan" in its ADC file format.

They were joined by Ms. Emma Molina, (City Agriculture Office), Alfredo Dawana, ( FOODFACCI President), and Ramon Santillan, ( FOODFACCI Secretary) . Dagupan City---This  August 12, 2015, Dagupan City's e- SOC Technical Conference attended by Senior Staff from  the National Irrigation Administration (NIA), representatives of Engr. Jonh Celeste (NIA Regional Manager)  namely, Engrs. Benjamin Parayno, AgapitoYamat, Eddie Paringit, Shirley Ducusin,  they were joined by Ms. Emma Molina, (City Agriculture Office), with observersAlfredo Dawana, ( FOODFACCI President), and Ramon Santillan, ( FOODFACCI Secretary) . The event was covered by  Ms Janice Hidalgo and VernoLoresco of TODAY's local newspaper. Upon their arrival, Engr. Al Penamante( Supervising Consultant) gave a  quick tour about e-SOC Programs and Facilities.
The following were discussed during the said  technical  conference, to wit; list of prospective membership of Dagupan NIA Irrigators Association  numbering more or less 40-60 members; schedule the 1st Organizational Meeting of NIA Dagupan Irrigators which was scheduled on August 14, 2015 , 2:00pm at e-SOC  Conference Room; registration of the association  with the Securities Exchange Commission(SEC) and accreditation by the NIA to be lawfully recognized recipient of benefits and packages provided by said entity. Under its program, the NIA Dagupan Irrigators Association could avail of the NIA's P25 Million Gravity Irrigation Canal Project and Twenty one (21) units of shallow tube wells which shall be given to farmers unable to avail of waters from the Canal Project.
The objective of the P25 Million Gravity Irrigation Project is to irrigate the agricultural fields of Dagupan City in order to help the farmers increase rice yield production and to control the excess waters coming from the release of waters in NIA's Main Irrigation Canal. This pro-activeapproach in finding solutions to the formidable problem on flooding upon instruction of Mayor Belen T. Fernandez was spearheaded by Prof. Nicanor O. Melecio, Project Director for ASEAN CHALLENGE2015-2016, official liaison for the City of Dagupan and Province of Pangasinan for DPWH Flood Control Projects. He is a veteran flood tracker during Typhoon ( Marce) 2004,  Pepeng ( 2009) and recently this July flooding.
The releases from ARISIP dam covering the period July 3 to July 19, 2015 which Dagupan e-SOC Flood Trackers have tracked appear to have "stacked" irrigation water on top of the rain water that fell on Dagupan City. During the period July 3 to 19, 2015,  Engr. Paringit had emphasized that the water requirements of land soaking in San Manuel is very high even during the onset of the heavy rainfall as registered in Dagupan City . According to him, San Manuel registered a light rainfall and was therefore insufficient to soak the area.Consequently it needs a high volume of irrigation from the Main Canal. Due to the poor conditions of the lateral canals, only 60% of the irrigation water is absorbed while 40% find their way to the Sinocalan River.
 Other cited reasons for San Manuel's high requirement of water for land soaking are; 1. San Manuel soil is sandy;and  2.land elevation is high. Hence, in order to mitigate these problems, Engr. Paringit and Yamat recommended the improvement of canal facilities to reducethe 40% of excess water which causes flooding.  Prof. Melecio urged them to prepare the necessary Program of Work for their proposed of improvement for immediate inclusion in the NIA Regional Budget for 2016 in time for deliberation of the GAAin Congress this October before it’s too late.
There is also a need to conduct a technical conference or hydrological study on water balance such as percolation, evaporation, rainfall, or saturation requirements to contain this 40% excess water of land soaking requirements of the San Manuel area. The excess water flows and traverses Asingan ,Binalonan, Urdaneta, Sta.Barbara, Calasiao downward to Dagupan City.  It must be noted that the cropping plan prepared by NIA is a requirement of San Roque Dam for its allocation of water volume to the re-regulating pond. The schedule of irrigation waters needed by farmers in accordance with the cropping pattern determinesthe amount of water released through NIA’s Main Canal. However, these are adjusted during heavy rainfall to reduce the tax paid by NIA to the National Water Resources Board whenever it releases waters to accredited NIA Irrigators Association. (Ronnel A. SUAL, Pangasinan- Mayor Roberto Arcinue continues to tap other government agencies to push one of his priority programs: delivery of basic health services.
                This effort paid off anew after the Philippine Charity Sweepstakes Office (PCSO) released last to the municipality of Sual a brand-new ambulance.
                Former Vice Mayor Ramonito Sabido, municipal administrator, said the municipality presently has six vehicles being used for emergency, rescue operations and health-related services.
                He said the vehicles are on stand-by status 24/7 to provide transport to any Sual resident, particularly those needing to be rushed to hospitals or brought home from hospital, or during emergencies.
                Mayor Arcinue said the new ambulance shall be assigned to the Rural Health Unit headed by Dr.  Graciela Ramirez-Aloit, municipal health officer, considering that her office is in the frontline of his administration’s thrust to provide continuous basic health services to the people.
                “We have been conducting medical-dental-surgical missions twice a month and we need every equipment, medicines and professional support that are available,” Arcinue said.
                He said they are fortunate to be able to avail of the support from private entities, notably the San Miguel Foundation which has provided medicines and made available its state-of-the-art  mobile clinic to the town’s medical-dental missions.
                Aside from the twice-a-month medical missions, the municipal government has started the computerization of its health data bank to expedite the provision of needed health services in the barangays, Dr. Aloit said.
                The municipal government also employs at least eight midwives who are working together with the barangay health workers in monitoring the health status of the residents, including those living in far-flung barangays, she said.
                The mayor also envisioned that all of Sual’s 19 barangays shall have each a barangay health and day care centers before this year ends or early next year. He said only three barangays do not have yet health center owing to the unavailability of government site.
                Dr. Aloit said that all these health initiatives of Mayor Arcinue have catapulted the town of Sual to fourth overall standing in the annual search for Best LGU in Health Program Implementation in Pangasinan.                                                                     ###

Dagupan City- The province of Pangasinan has experienced a rainfall for almost two weeks which started on July 3, 2015 to July 19, 2015. Seemingly, this volume of rainfall waters contributed to the flooding of low lying municipalities ànd cities specially Dagupan City. There were 19 barangays flooded in Dagupan City. PAGASA record shows that on July 13-19, 2015 there is approximately heavy amount of rainfall. Because of the configuration of the province indicates that Dagupan City is the lowest lying area thereby earning the moniker as" water catch basin" unlike Urdaneta City on the East and Malasiqui on the South West on higher grounds. Ultimately, rainfall water flows down to Dagupan City. High tide hinders drainage canal water from flowing freely towards the sea. 


Mayor Belen F. Fernandez, in an effort to reduce the sufferings, anxiety, worries, possible loss of life, limb or property of her constituents from being flooded, called for a technical conference on July 21, 2015 at DILG Regional 1 Office Resource Center attended by the good Mayor, Professor Nicanor Melecio( Project Director) for ASEAN 2015-2016, Engr. Al Rina Penamante (Supervising Consultant) of DAGUPAN CITY SMART OPERATION CENTER, Engr. Jonh Celeste- Director, (National Irrigation Administration , Urdaneta City), Teodoro Paragas-NIA PMIO-Urdaneta City, Engr.Rosaurio S. Peralta-Agno Flood Control Office(AFCO), Roderick Dawis-DILG Dagupan City. It also caused heavy traffic in downtown area. The Technical Conference presided by Prof. Nicanor Melecio discussed the following, to wit; The urgent Agno River Improvement Project, improvement of existing dike allong the San Manuel to Asingan Section of the Agno River, downloading of maintenance funds 2014-2015 to various congressional and engineering districts. Just the other day, Prof. Nicanor Melecio led a team of Flood Trackers to secure NIA Record of water releases from ARISIP to feeding NIA canals from July 3-19, 2015 inflow from San Roque Dam and 2015 Irrigation Plan of NIA/ schedule of irrigation releases. All these are determined and monitored by a highly sophisticated ESCADA computer machine installed at the ARISIP on-site office. Accordingly, the Flood Tracking Team is currently computing the cumulative total of water releases from July 3 to July 18, 2015 based on the report of the NIA Office gate operator. Logically, the volume of water demand by farmer/ irrigators should be based on their actual needs ànd correspondingly released by ARISIP .This crucial issue can only be supplied by the farmers themselves, hence, the need for consultation. 
During the Technical Conference, Mayor Fernandez, queried, “What are other sources of water that flooded Dagupan City? 


Professor Nicanor O. Melecio in a 2013 study reported that the other sources of floodwaters are: Spillway releases of San Roque Dam beyond 2,000 (CMS) which overflow the Agno river bank at SanVicente, San Manuel where a seven (7) kilometer gap without dike exits. According to the Unified Mangement Office Project (DPWH) this gap is now being addressed by DPWH through the establishment of Agno River Flood Control Project Phase III. It will close the gap with a seven (7 ) kilometer dike measuring four (4) to five (5) meters in height financed by a P3.4 Billion ODA fund. Unless the 7 kilometers dike is constructed the spillway releases of 
more than the 2000 CMS will overflow along the paddies and consequently into the river tributaries of the Pantal Sinucalan river that directly exits towards Dagupan City. 


As of the moment water being released by San Roque Dam run the dam's turbines and collects at the re-regulating pond .The waters which passes through the weir directly goes into the Agno River down to Lingayen. According to Professor Nick Melecio, “during ocular inspection on July 19, 2015 at the San Roque Dam Re-Regulating Pond the gate or siphon was open outflows to the NIA main canal which is almost the same size as that of a four lane high way. Water released through the siphon flows directly to the NIA Main Canal and redistributed to hundreds of lateral canals to deliver water for rice paddies. The ARISP main canal passes through Asingan, Binalonan, Urdaneta, at the back of Laoac down to Urdaneta, Sta Barbara main canal all the way to south or southeast of Dagupan City. In fact, NIA lateral irrigation canal reaches all the way to the back of Malued District adjacent to Calasiao. () The related canals are located at Cell no. 177 of the NIA Irrigation Map near Dagupan City. Three outlets of lateral canal near Dagupan City may be found about one kilometer from the cell. Example is lateral canal in Binloc located at Cell No. 288 and in Mangaldan at Cell no. 196


The irrigational water instead for rice fields find their way to Tagamusing River, Mitura River, Macalong River, Pototan, salarin, Marusay and other tributaries to the Pantal-Sinucalan River. Prof. Melecio also pointed out that residuals of fertilizers or pesticides in upland paddies and other upstream rice fields eventually end up towards Dagupan City .This need a separate scientific study to determine the effects of low level persistent pollutants.
FloodTrackers of Dagupan City SMART OPERATION CENTER who conducted an ocular inspection at the San Roque Dam Re-regulating Pond found out that based on NIA logbook on July 17, 18,19,2015, the gates were open and releases of water through the irrigation canal on a 24 hour basis may have added to the flooding in Dagupan City.
The Floodtrackers are currently analyzing the report of PAGASA office in AGNO RIVER BASIN FLOOD FORECASTING AND WEATHER SYSTEM OFFICE, located in Carmen, Rosales which recorded to determine volume of rain falling in the Agno River Basin.


Simply stated, rainfall plus irrigation water resulted in the flooding of low lying LGUs , like Sta.Barbara, Calasiao and Dagupan City.High tide inflows in drainage canals of Dagupan City did not add up to the flooding but only hindered floodwaters to pass freely towards the sea. Hence, upon hearing of all this information, Director Jonh Celeste agreed and strongly supported a PROTOCOL on release of waters from San Roque Dam Re-Regulating Pond subject to the requirements of the demands of farmers thru the NIA irrigation canal and all the necessary data needed by the City. These data will be furnished through SMART OPERATION CENTER in order to prepare Dagupenos against the "stacking" effect of irrigation waters flowing down towards Dagupan City. (Ronnel A. DeVera)

REGION1 ATHLETIC ASSOCIATIONS MEET 2015



Manaoag, Pangasinan--The Region 1 1 Athletic Association Meet was formally opened on February 15, 2015 at the Manaoag National High School oval grounds “OPENING CEREMONIES.” Mayor Kim Mikael DG. Amador wholeheartedly welcomes on behalf of the municipality, the R1AA Guest of Honor and Speaker Tonisito M C. Umali - Assistant Secretary for Legal and Legislative Affair, Department of Education, Local government officials, Officiating officials, athletes and other guests.

Mayor Amador stated, “ Ang pagbisita sa Manaoag ay isang makasaysayang event in conjunction with the holding of the Regional 1 Athletic Association a better way to promote the Proclamation of Our Lady of the Holy Rosary Church of Manaoag as “BASILICA MINORE” by the Vatican. This holding of R1AA would not have been successful without the support of the good Governor Amado T. Espino, Jr. in the preparation of our facilities ng ating bayan na inyo po ngayong pagtitirahan at paglalaruan, Department of Public Works and Highways, Land Transportation Office, Philippine National Police –Provincial Command, NGOs and most especially the DEpEd family’s enthusiasm to hold this event here in Manaoag. We had prepared a Konzert by a group GLOCK 9 BAND to be held at the town plaza especially for the athletes on February 16,2015 and a MARIAN CONCERT which was prepared also by the church. Inaanyayahan po namin kayo sa February 17, 2015 for the formal PROCLAMATION OF OUR LADY OF THE HOLY ROSARYC CHURCH as a “BASILICA MINORE” which will be attended by several cardinals and the Papal Nuncio of the Vatican as the representative of Pope Francis. Pangasinan II and Urdaneta City Schools Division Superintendent Viraluz S. That In just a period of four weeks that was January 5,2015 when we finalized the holding of R1AA in Manaoag and the schedules of event in different venues. Mayor Kim Mikael Amador gladly accepted at siya po ang nagpalakas upang tanggapin ng Pangasinan II Schools Division and hosting ng R1AA ditto sa Manaoag ang malaking tungkulin na yan. At ang mga manlalaro ang rason ng pagkakaroon ng R1AA. AngPangasinan II Schools Division, 33 School Districts at mahigit na 500 Elementary Schools at Secondary Schools, parents and supporters welcomes you in this palaro. For one week we shall be working together and betting champions to make the Region 1 representatives in the PalarongPambansa. It is an avenue for all manlalaro and coaches to express and display the prowess so that we can identify the best athletes for Region 1. We will not only determine who will win but competing. Pangasinan Governor Amado T. Espino, Jr. in his inspirational message said, “I thanked the DEPED officials especially Asec. Umalithat supported the changing of the name of IRAA four years ago para magkaroon naman ng pangalanang 6 school division ng Pangasinan. AngPangasinan 1, Pangasinan II, Alaminos City School Division, Dagupan City School Division, San Carlos City School Division at Urdaneta City School Division.Naatasanakongayon para magbigay ng Inspirasyon at maganda pa ngayon kasi inspirado pa lahat dahil wala pang natatalo. Sa ano mang larangan ng paligsahan,ang ating manlalaro, may nagwawagi may natatalo. Ang importante marami kayong matutunan kasi ang paligsahan o palakasan ay ito po ay isa sa mga paligsahan sa buhay. If you lose you must learn something, if you win will also learn something, humility is one pagnanalo tayo. Huwag kayong umiyak pagnatalo, pag- butihin natin next time. DepEd Regional 1 Director Teresita M. Velasco introduced Department of Education Assistant Secretary Tonisito M.C. Umali as the Guest of Honor and Speaker of R1AA 2015 Meet.


Assistant Secretary Umali in his speech said,” Pray for 44 seconds for the Fallen 44 SAF members. Sinasabipo ng ating Secretary Armin Luistro na huwag po tayong magsawang pagusapan ang kabayanihan ng mga Fallen 44. Sa isangkwento, ang kanyang asawang namatayan at maliit na anak ay nagsabi sa kanyang Daddy, huwag muna kayong pumunta baka kunin kayo ng bad guy, ngunit sinabi ng bayaning SAF member ayan kana naman “mommy” hindi mo pa rin nauunawaan ang aking misyon o tungkulin ng aking trabaho. Inuna po niya ang tawag ng tungkulin kaysa ang kanyang pamilya. Ang aral po na makukuha ditto sa kabayanihan ng mga Fallen 44 ay dapat iugnay po natin sa ating tema ng R1AA, “ Sports Building A Spirit of Discipline, Teamwork and A Culture of Excellence.”

Ang 2015 Region 1 Athletic Association Meet ay nagtapos noong Pebrero 21 sa ginanap na Awarding Ceremonies sa Manaoag National High School Gym na dinaluhan ng mga matataas na opisyal ng Deped, Board Member Liberato Villegas (4th District) bilang kinatawan ni Governor Amado T. Espino, Jr., Mayor Kim Mikael Amador, Manaoag Police Chief Inspector Edison Revita, mga coaches, mgamanlalaro at iba’t-ibang mga bisita. Sa umagang eto, ay ang pangalawang SOTA para sa aking panunungkulan. AT sa pagkakataong ito, unang una ay:  
                  
                         SUMASALUDO AKO SA INYONG LAHAT!

          On February 03, 2014, ginawa ko ang kauna – unahang “SOTA” (according to Vice Mayor Manalo) sa bayan ng San Fabian. I am proud about it! At ngayon naman ang pangalawang paglalahad ng kalagayan ng bayan natin – ano ang mga nagawa natin; mga nangyari sa dumaang isang taon. Sa ganang akin, ang SOTA ang pamamaraan di lamang upang iparating sa taong bayan ang mga “accomplishments” ng pamunuan KUNDI isang daluyan ng pagpupugay sa inyong lahat: mga kasama kong kawani sa pamahalaang local . . . sa Sangguniang Bayan . . . sa pamunuan ng mga Barangay . . .sa bumubuo ng ibat – ibang sector . . . at sa lahat ng CONSTITUENTS ng San Fabian. Nagpupugay ako dahil sa pagtutulungan ng lahat ay naging isang PWERSA para umusad pa-angat ang ating bayan!

          Iisa lang ang ibig sabihin  nito, WE ALL LOVE SAN FABIAN! Because how else could there be so many “1sts” in so short a time? It is only dedication to service that can create the inspired atmosphere that has evolved from the past one year.  As a starter, let me say for the 1st time*, we have been sending to school under our Scholarship Program, the unprecedented number (868) of students to various colleges and universities. Eighty – eight (88) of them are given by your mayor, a monthly allowance of ₱1,000.00 for getting an average of

It is also the first time that we have sponsored scholarship privilege to a big number of  deserving students/pupils at the secondary and elementary levels, especially those who come from the marginalized families: to do this, I have committed my whole year’s salary for our young scholars. PERHAPS, it is also the “1st”* time that a San Fabian Mayor has done this? And hopefully, when the time comes that these young people will earn a college education, they will then be better equipped to meet challenges in life.

          DEFINITELY we want our children to have a bright future. And thru our scholarship program – unique, since we don’t stop where the budget’s meter stops. These 868 college scholars, and those many others still in High School and Grade School will not only become PROFESSIONALS in their own time BUT shall also have learned that HARD WORK – the source of the scholarship funds, is paramount among the values in life.  HARD WORK gives substance to a dream . . . HARDWORK gives substance to ambition . . . of course our LGU dreams of POVERTY REDUCTION but we should also dream that our children will ultimately grow up and become capable of using the “power of choice wisely.” There is no point in sending young people to school if their perspective becomes centered on their cell phones and computer games and sipping artificially flavored juices in air-conditioned grocery – stores.

          AYAW NATIN YAN! AYAW NATING maging “SOSAYTING DUKHA” ang mga anak natin. Our scholarship program is meant for our children to become responsible citizens so that when they come into their own, THEY TOO WILL BE ABLE TO STAND TALL AS MODELS FOR THE GENERATION NEXT TO THEIRS AND FOR THAT VERY REASON TOO, I have extended my hands personally, beyond the limit of what is provided by official sources. DI BALENG MANGGALING SA SARILING BULSA, MAKAPAG ARAL LANG ANG MGA BATA. AT SAKA sulit na kung nakikita mo sa mga mata ng mga magulang, yong kakaibang ningning dahil nakikita nilang pumapasok sa paaralan ang anak nila! Perhaps in four years or so, a son or a daughter maybe engaged in a competitive work or business or gainful employment.

          AND WHY NOT? It is all part of OUR DREAM FOR SAN FABIAN.

          The past 2014 is also the year which marks the passing by the San Fabian SB, of Ordinance # 17’s – 2014 revising officially for the first time* after so many years the “…administration, levy, collection and assessment of taxes, fees and charges . . . “ This in itself is considered a big step not only in the aspect of economic upgrade BUT also a proof to the dynamism and decisiveness  of San Fabian’s Legislative Body in initiating changes that will redound to the welfare of our town and the people.

          ON THE LIGHTER SIDE, 2014 also struck a new chord when, for the “1st”* time ever, OFFICE SPACES have been provided to our Day Care Workers, for our PWDs, and for our 4Ps Municipal Links. These co-workers, whose proven dedication and extraordinary service are basic in the grassroots fabric, truly deserve a place of their own. Just an office space . . . but just like a shelter, it has spelled a lot of difference. As Queenie Cabanlig quips, they enjoy a certain sense of freedom that has heightened their confidence not only when they go to their Day Care Centers to teach their young pupils but also when they go to competitions in the province or region, bringing home awards at the day’s end.

          One look at our Day Care Workers . . . at ERICK M. MARINAS and the PWD . . . and MS. SALVACION N. YUAN and the 4Ps Municipal Links will sharply show how active and serious they all are in pursuing their objectives. It’s the same when we take a look at APO MARCOS GENERAO and MR. PANFILO FERRERIA and the Senior Citizens. Everybody should take time to read the OSCA’s Accomplishment Report to understand what I’m saying and on this SOTA, I want to report that our Senior Citizens have been consistent with their reporting.           THERE ARE INDEED OTHER “1sts”* ushered in by 2014 especially so because from the National Government introduced changes that had to be implemented at the local level. The changes were encompassing and required the expertise as well as the convergent effort of our various departments and Service Units. One of these is the introduction of the BUB or Bottom –Up Budgeting which is to improve the past budgeting system and ensure proper allocation of funds to programs.

          This SOTA will not let it pass without mentioning that like an efficient and well-trained army, the circle of our concerned LGU Officials met the challenge for changes. There were no questions unanswered nor requirements unfulfilled. All the documents that were necessary, down to the last dot in a sentence, were submitted. Copies may be secured in the Offices of the MLGOO, the MPDC, or the Mayor’s Office care of Miss April Rose our roving Secretariat.

AND OFTENTIMES, even straining to reach further with flexibility and a dash of creativity. WITH ALL OF YOU, this administration was able to go the EXTRA MILE.

         Hopefully we will gain more mileage with the increase in our current Available Resources. In last year’s count, we had a total of 120, 728, 956.00 Php. This year, it is 136,349,646.00 Php. Maybe it is not so much but considerable enough, especially if we also count funding assistance from other sources. And this SOTA is meant to tell the people: WE CONTINUE TO DELIVER THE NEEDED SERVICES AND GIVE BACK TO THE PEOLE WHAT THEY RIGHTLY DESERVE,    AND MORE…

          Bilang Punong Bayan ng San Fabian, ako ay nagsusumikap upang maibigay yong “MORE”. Hindi dahil pumalo na sa red  ang metro ng “available resources” ay tumigil o umatras tayo sa mga kailangan pang gagawin. Kung yong isang tao ay pumupunta sa opisina at hihingi ng tulong dahil ang asawang mangingisda ay pumutok and appendicitis – hindi natin pwedeng sabihin na 500 lang limit ng municipyo . . . kung sa isang araw ay sabay – sabay na dumadating ang mga kaanak na namatayan, di natin pwedeng sabihin na huwag na munang mamatay dahil ubos na ang quota para sa araw na yon. MADALAS KASI GANYAN ANG NAGYAYARI SA BUHAY.

          And as a Municipal Mayor, the core of accomplishments which I report in this SOTA, is that component called “MORE” – It is the test of a true public servant. Because when one is a Mayor and you reach a demarcation line in the available fiscal, logistical, manpower or other resources, more often than not (or malamang) you will NOT JUST STOP and close your eyes. As your Mayor, I’ve worked to find ways so that the “MORE” can be attained. And sometimes, the few times when I can’t cross the demarcation line, I JUST PRAY “HELP ME GOD!” at sigurado, may tulong na darating!

 

       So we continue working hard. Kaya nung 2014, ginawa ang isa pang “1st” *– ung “Gulayang Bayan Pantawid Pamilya” kung saan 118 Parent Leaders ay kasali. Eto ay sa pagtutulungan ng Municipal Agriculture Office, 4Ps and the MOVEMENT OF CONCERNED CHRISTIANS FOR COMMUNITY DEVELOPMENT (MCCD) headed by Bro. Tony Supremido and the Pastors of various Churches. Binuhusan natin ng “MORE” ang project dahil naniniwala tayo na makakatulong eto sa kabuhayan at sa pantawid ng 4Ps families.


          Another “1st”* worth reporting is, we have scored high in the Medical Assistance and Financial Assistance. Tiniyak nating makatulong sa mga nangangailangan at titiyakin natin na mas marami pa tayong matutulongan, lalo na sa mga tao na walang iba pang aasahan. MAHIRAP BA? Mahirap talaga! But I believe, that if the center of life is San Fabian (kung ang sentro ng buhay ay San Fabian) kaya nating abutin ang mga pangarap sa bayan. Kung makikita natin ang taong bayan na maliksi sa kanilang paghakbang… na nagsusumikap pagandahin at linisin

ng kanilang bakuran at paligid . . . na magpapatayo ng Furniture Shops, ng Automotive Shops, ng Bulalohan sa highways o labas na ng Poblacion . . . diba eto ay nagbabadya ng pagusad sa kabuhayan ng mga tao at ng hakbang sa pagunlad?

          One time kinumusta ko ang mga vendors who come to the Municipal Hall, ang sabi nila masaya daw sila dahil maaliwalas ang buhay nila – malikha ang galaw, nagmamadali silang lumakad para magtinda at enjoy sila. Kilala nating lahat sila Aling Zeny, yong fashionista na ang bitbit ay mga kakanin at tinapay; si Ludy, na nagiging English – speaking pagpasok sa Mayor’s Office na solong nagpapaaral ng 2 anak at graduating na sa High School ang Panganay; si Aling Laurita na supplier ng lahat ng klase ng mani – maanghang, matamis, mamantika at dry, iba – ibang sizes at kulay;  Si Lily, napakasipag na supplier ng dried fish na magaling gumamit ng bullhorn; si Ale na bitbit 2 sako ng sariwang gulay, lahat sila ay nakangiti habang nagtitinda at kapansin – pansin ang kanilang kakaibang “pride” at sigla.

Sila, at ang ibang kagaya nila, ang dahilan kung bakit tayo nagsusumikap mapabuti pa ang pagiging MAYOR natin. Sila lahat ang dahilan kung bakit nakaharap ako ngayon sa SOTA natin. And this time, I have included a page listing the Infrastructure Projects of 2014, as well as the MAP that pinpoints where the projects are situated . . . when the list was drawn, it made me stop – look – listen.

Then I stopped again, looked and listened again! We did all this in one year’s time? Indeed there is no question that the many “firsts”, the efficiency of our LGU machinery, the resolute component of “MORE” added to an undertaking, the determination and focus of our SB, and the strong underlay of Barangay support, have all converged into a force that has shaken San Fabian into higher alert level. And so today, also report, that San Fabian has now a very low rate of feet – dragging. This is especially proven when our Police Force, under the fast – acting Chief Crisante P. Sadino, spared no minute improving a false allegation about the existence of a Shabu Lab in our town. It was found that the story spun out from an unstable mind. SALUDO AKO SA ATING POLICE FORCE! At dahil ayaw natin sa droga at masasamang bisyo, may nakahandang meeting ng mga barangay Officials kung saan paguusapan ang concern sa drugs at magkakaroon ng briefing tungkol dito. Sa iba pang kaakibat na tungkulin ng ating police force, alam natin na lagi din nakaalalay at nakaantabay ang mga kawani ng police auxiliary force.

          When San Fabian saw its “1st”* lighting-up of the town Christmas Parols, it was a compliment to see the glow in the peoples’ faces. Salamat sa pursigido ni Coun. Fina I. Ibasan, at sa sipag niyang maghanap ng mga parol na naging tampok sa Christmas celebration. Baka sa susunod, may neon lights na rin sa mga Buko Stalls sa TOCOK. AND WHY NOT? We can always do our best to keep San Fabian the quaint, lovely Town that it is. We may go for the modern amenities and the high – tech advantages and the comfort they create, BUT let us also preserve the rural beauty and rustic indulgence that GOD blessed our town with. These should be enjoyed not only by us but by the generations that will come after us; these should be shared with people from other places to help everyone experience better the infinite goodness of the Almighty.





It is toward this end that our TOURISM PROGRAM is keeled. Hence our tourism theme of “HOME IS WHERE THE HEART IS, SAN FABIAN.” And as if by providential signal, the SAN FABIAN RESORT OWNERS ASSOCIATION (SAFAROA) was organized last year. This is another “1st”* for the administration. As a very new organization, it has already gained a “feather in the hat” by winning for their candidate, the 2015 Miss San Fabian of the Town Fiesta. The SAFAROA’s candidate, MARY ROSIE HEJIRA de los SANTOS DULNOAN was crowned Queen of San Fabian’s Town Fiesta 2015.

          The year 2014 also brought San Fabian its “1st”* Tourism Award – Aktibo ed Turismo Award. It is a boost to our initial tourism efforts and very soon, the Information Tourism Center will be built right in the Town’s Center along the highway. It is anticipated that the Center will push our Tourism Program notches higher and nearer our target of attracting more tourists as well as expanding the market for our local products, particularly those we cater to tourists.

          At this point in time, there are a lot more that need to be done, more work will have to be finished on time; more infrastructure will have to fill in the spaces; and more money to fill in the budgetary requirements. And with due respect to all, I report that what we have initiated in July 2013, have continued into 2014 – our Education and Scholarship Program; Health and Medical Assistance Program; Employment and Human Resources Concerns; Economic Services; the General Public Services and Special Concerns Achievement scores have also gone higher on all counts for 2015.

          WE HAVE MATCHED OUR EFFORTS TO THE CALL OF THE TIMES. It can be seen in the build – up of the capability and expertise of manpower after the number of Trainings and Seminars attended; it can be seen in the undaunted spirit of our MDRRMC people even after the many calamities and disasters; it can be seen from the various awards won by our own Municipal Health Offices and RHUs; by our CeC which has won a National Award, as well as Regional Award for San Fabian; it can be seen from the Gold Medals, and also lately the Seal of Child –Friendly Local Governance & other Awards won by students of our schools. And not the least, the 1st* Gawang San Fabian Parol –Making Contest produced a winner who went off to national level as a contender in the Grand Championship in the ABS-CBN Competition.

All these OBVIOUS EFFORTS/ ENDOVOURS of the present administration have touched San Fabianons like: Engr. Jessie Tandoc- pinagagawa nya ngayon yong park at-the heart of the town; nagdonate pa ng directional signages for barangays; Dr. Bel de Venecia III and his friends who have been going the rounds of San Fabian Barangays with their  Free Eye Clinic “ Beautiful eyes for Beautiful Vision”.

AT SAAN NGA BA TAYO PATUNGO?

          Binuksan natin ang mga pintuan ng Munisipyo sa mga tao at hindi natin sasaradohan ito. We have kept the portals open and we will make them even wider thru efficient performance and with recharged spirit – mahusay na paglilingkod. Ibalik natin sa taongbayan ang nararapat para sakanila, hindi lamang sa bilang ng mga   proyekto o mga infrastructures, o kaya sa dami ng gamot na naipamahagi; hindi rin natin bibilangin ang mga puno o punla na naipamahagi sa mga magsasaka at mga mangingisda na silang daluyan ng kabuhayan ng San Fabian. Ang mas bibilangin ay ang tibok ng puso natin sa pagalalay sa tao at kung ilang ulit na pinagyayaman natin pare – pareho, ang mga biyaya na dumating sa atin – mga kayamanan na ipinagkaloob ng Diyos. Lahat yan ay walang saysay kung hindi buo ang hugis ng pagtutulongan at pagmamahal sa kapwa.

  
 


A DIALOGUE BETWEEN THE SENIOR LEGAL MIND AND THE LOCAL LEGISLATORS



        SIX MONTHS OF 2013 . . . TWELVE MONTHS OF 2014! One a half years – such a short period of time! But on this SOTA 2015, the calendar is thick with things that this Administration has done. Perhaps it will be made much thicker with forthcoming heavy projects like the JICA – assisted project on River/Irrigation System which will start in June 2015. Many more is bound to come as we persevere to seek assistance from other available sources. The National Government, the Provincial Government and our District IV Representative have all been helpful and supportive.

SALUDO AKO SA KANILA!

          I HAVE NEVER ASKED GOD to make me a Mayor, BUT HE MADE ME ONE. At kahit hindi natin hawak ang panahon at nandito na tayo, may bonus pa – GOD surrounded me with people who work just as hard for the people and who care just as much for the people.  There are many who are silent workers like me, and there are those who are more outspoken and aggressive . . . And truly to all, I OWE YOU this State of the Town Address. This SOTA I deliver today to the People of San Fabian is made in your behalf.

        There is a place called San Fabian- it is where we are
