Poblacion,Mangaldan Conducts Amusement Games...

PB Joselito Quinto , the barangay council members , NGO’s and BHWs had appeared in the regular session on April 21,2014 of Sangguniang Bayan of Mangaladan to shed light on the issue of the conduct of “peryahan” or amusement games as part of cultural activities upon the celebration of barangay fiesta on May 2014. A resolution was passed to this effect and forwarded it to the Office of the Mayor. Subsequently, a permit to operate said “ peryahan” or amusement games was granted to Engr. Ricardo Flores but withdrawn by an unauthorized person who allegedly acted as a middleman by another contractor or operator. Engr. Ricardo Flores was granted operation by the Sangguniang Barangay of Poblacion for purposes only to conduct amusement games. Drop balls operation excluded/prohibited.

Comes now the petition of the Poblacion Barangay Council Resolution No. 23, series of 2014, “Resolution asking the Sangguniang Bayan to stop the operation of drop balls located at Rizal Ave. operated by another contractor(the Ibasan group) praying for the cancellation and declaration /cessation of drop ball operation as a form of an illegal gambling submitted to the Sangguniang Bayan of Mangaldan. .

Mangaldan Chief of Police P/Senior Inspector/Col. Jacky Candelario was invited to appear in the regular session of SB Mangaldan on April 21, 2014 for him to cause the stoppage/closure of drop ball operations along Rizal Avenue, Poblacion, Mangaldan. This complaint should be filed by Barangay Council of Poblacion at the police desk so that the PNP Mangaldan could act according to lawful process. Vice-Mayor Manuel Casupang immediately set schedule for legislative inquiry, and acting on the resolution No. 23 S. 2014 on Barangay Poblacion, SBM Joel Meneses reiterated the closure/stoppage on all illegal gambling in the municipality which concurred in by all members of the Sangguniang Bayan as moved by the Majority Floor leader SBM Teresa”baby” Abalos.

Vice-Mayor Engr. Manuel Casupang banged his gavel signifying unanimous approval on the second resolution requesting Mayor Bonafe DeVera-Parayno and Police Senior Inspector Jacky Candelario to allow Engr. Ricardo Flores who was previously granted by Sangguniang Bayan Res. No 23, an authority to operate coupled with a lawfully issued permit to operate by Mayor Bonafe Devera-Parayno. In other words, the previous grantee, Engr. Flores should be allowed to operate the amusement games and, therefore be revived.

SBM Manuel Cabrera upon his motion and duly seconded both resolution for the stoppage of drop ball operation by another contractor and the resumption of Engr. Ricardo Flores operation on amusement games were unanimously approved. Police Chief Colonel Jacky Candelario was also invited to appear and received standing order from the SB to stop the drop ball games and implement the resumption of operation of amusement games by Engr. Flores. Such operation was halted upon the interference of two policement who appeared and ordered the workers of Engr. Flores to start operation of amusement games.Thes policemen are now being investigated on what capacity they interfered and forced to stop Engr. flores operation on amusement games. For lack of time, the workers and the policement and other aleged intermediaries shall be invited by the SB for further investigation in aid of legislation. Question has been cropped up who is really calling the shots to operate drop balls or other illegal gambling in Mangaldan???

Demolition of portion of public market..

Mangaldan Public Market stall holders allegedly paid their goodwill fee to the treasurer’s office albeit without official receipts. As of press time, these alleged paid amounts could not be accounted for by the Office of the Treasury. There are two classification of funds in the municipality, that is, the general fund and trust fund. General fund-those derived from local revenue, trust fund- from the national government. The Sangguniang Bayan is being urged to conduct an inquiry. Be it noted that there is a pending inquiry on the accounts of rental fees on the public plaza and along the Rizal Avenue previously rented to stalls in consonance with the celebration of town’s fiesta. SBM Joel Meneses courageously called for a thorough investigation as to the production of contract of lease, how much being paid to the treasury, if any, and find out if there are abuses committed. The Municipality of Mangaldan, again, in these instances is put into bad light how inept officials perform on the fiscal management of finances and budgets. Corruption is in the offing. Will Mayor Bonafe  DeVera-Parayno motu propio conduct her own investigation similar to the previous administration and file the necessary charges?

It is interesting to note that a memorandum order was issued for stall holders affected in a portion of the public market to vacate their premises to give way for its demolition despite the  absence of a Sanguniang Bayan resolution to that effect of declaring it as unsafe or condemned building in accordance with the Local Government Code or the National Building Code. Purportedly for the construction of Phase II of the public market to be sourced out from a loan in the amount of P40 Million with the Land Bank . As of the moment, there is no authorization to contract additional loan which is supposed to be duly approved by the Sangguniang Bayan. Additionally, how can the Municipality of Mangaldan contract additional loan when in fact it does not meet the mandatory requirement of the Land Bank, that is, seal of good housekeeping to be issued by the Department of Interior and Local Government. Anolid Punong Barangay Bianan, Sangguniang Barangay Members and the people will celebrate their barangay fiesta on April 20,2014 parade by all barangay officials, seven street group dancers and civic group. At night time is the coronation of beauty queens from a popularity contest. There will be a Senior’s Citizen Night on April 21 and on April 23-People’s Night, featuring “Gusting and Inciong” stand up show. 

Manaoag anti-drug abuse campaign..

A Memorandum of Agreement was entered into between the Municipality of Manaoag thru Mayor Kim Mikael Amador and the United of Manaoag Ministerial Fellowship (Pastor Roger Caligtan) for the promotion of Moral, Professional and Spiritual Values in the Government sector. The LGU Manaoag shall encourage, support and monitor the activities and lectures of the UMMF in connection with seminars, conferences in all sectors specially students.  

In line with this agreement, the Municipal Anti-Drug Abuse Council was revived headed by Mayor Kim Mikael Amador, Police Senior Superintendent Edison Velo Revita, Pastor Michael Dulin- program coordinator since September 2013 for the purpose of conducting anti drug abuse programs. It shall inculcate in the minds of the youth the importance of awareness of the disadvantages of illegal drugs as menace to the society. Mayor Amador emphasizes the advantages of having a good health, education and strong spiritual values.

Manaoag Medical (Libreng Tuli) was performed by volunteers from Saint Louis Univ. , Tayug district hospital and the Municipal Health teams on March 25,2014. There were more or less 500 circumcised beneficiaries.

An Amount of P6.5 Million was appropriated for Fourteen Rural Health Units, farm to market roads, drainages are to be constructed and purchased of two ambulances to be stationed on these RHUs to move closer quality health services to the people.
