MAPANDAN VICE MAYOR CATALINO L. MORALES PUSHES FOR THE GENDER AND DEVELOPMENT ORDINANCE



Mapandan Officials led by Honorable Mayor Maximo Calimlim and Vice –Mayor Catalino L. Morales (Presiding Officer) and Sangguniang Bayan Members, Alicia A. Mariano, Blando B. Quinto, Jose C. Tamayo, Dante B. Tamayo, Gerald L. Tambaoan, Rolando S. Soriano, Jimmy U. Aquino , Anthony C. Penuliar, Leopoldo C. Biagtan.
 
Mapandan, Pangasinan—Vice- Mayor Catalino L. Morales sought the early passage of the Municipality of Mapandan Gender and Development Code basically to protect women’s and children’s rights, development and gender enhancement. SB Chairman Committee On Women’s- SBM Alicia A. Mariano, Vice Chairman Blando B. Quinto stated in its Committee Report the mandatory adoption of Gender and Development Ordinance is necessary to protect women’s right and indiscrimination. Under the said code it is proposed September 1 every year as the Women’s Day in Mapandan. It abhors any act of violence against women or children. All stakeholders(s Barangay officials, DepEd School Head, NGos, PNP, Social Welfare Officer, etc. were vigilantly participated in a public hearing called for such purpose. Sanguniang Bayan Members- Jose C. Tamayo, Dante B. Tamayo, Gerald L. Tambaoan, Rolando S. Soriano, Jimmy U. Aquino , Anthony C. Penuliar, Leopoldo C. Biagtan, had meticulously studied the provisions of said ordinance.
 
On the issue of the Philippine National Police suspending the Permit to Carry Firearm Outside the Residence for gun holders, Vice-Mayor Morales, Jr. opined that so long as a gun holder possess all the legal requirements the same should not be suspended for their protection against would- be assailants. Much worst this suspension applies only to gun holders in the Province of Pangasinan due to the high profile killings such as the Mayor Ernesto Balolong murder, the frustrated killing of Punong Barangay jake Reyes of Brgy. Tapuac, Dagupan City. Sangguniang Panlalawigan Member Alfonso Bince, Jr. filed a resolution opposing and expressing in utter displeasure on the memorandum order issued by the Regional Office of the Philippine National Police in suspending the Permit to Carry Firearm Outside the Residence.

Meanwhile, portion of Mapandan public auditorium is being occupied by traders of various goods. A public auditorium is beyond the commerce of men. It is a kind of property of public dominion which is intended for public use generally open for use by the pubic indiscriminately. The lease of a portion of Mapandan Auditorium, is temporary in nature. It is only for the duration of two weeks which would lasts on July 8,2014. According to Vice- Mayor Morales , the good mayor Maximo Calimlim declare its termination on July 8, 2014. Hence, no need for the Sangguniang Bayan to consider the same as Vice-Mayor Morales, Jr. duly informed the members of Sangguniang Bayan on its regular session on June 24,2014.
 
On another note, the Sangguniang Bayan declares Mapandan Foundation Day will be held annually on May 11. Mapandan Pueblo was established on May 11, 1902.
