S. Raguindin, CESO V signed the appointment of Dr. Erna C. Nebran, Ed.D as a
Public Schools District Supervisor on September 18, 2013. Although she was not
deployed in any district station she felt that God has a bigger plan for her
progress under the guidance of the good Superintendent. Hence, on October 1,
2014, Dr. Nebran was assigned as the newly Public Schools District Supervisor
of San Jacinto succeeding Mrs. Del Campo who has recently retired from the
service.
Dr. Nebran was a graduate of a Bachelor of Kindergarten Education at Harris
Memorial School, an International School which pioneers Pre-School Education,
attended two years Engineering at the Luzon Colleges, Bachelor of Science in
Elementary Education at the University of Pangasinan, a MA, Doctor of Education
graduate and attended two years in the College of Law, University of
Pangasinan. She started her education service at first as a kindergarten
teacher in several private schools. She entered public elementary school
service in 1995 as Teacher-1 at Babasit Elementary School, Manaoag, Pangasinan.
After three years she was promoted to Head Teacher because she already
possessed a Doctorate Degree of Education. Two years thereafter, she was
promoted as Principal 1, MA holder then Principal II. Subsequently, Principal
IV due to reclassification. Eventually, after 18 years of dedicated service,
she was appointed as Public Schools District Supervisor. She is now the legally
assigned Public Schools District Supervisor of San Jacinto District. She
confronted, however, the apparent opposition from Sangguniang Bayan and the
local leadership to her new assignment.
According to SDS Raguindin,” when we went to the Provincial Capitol with my
niece to show her the grandeur of its edifice and compound, I was able meet
there Mayor Robert O. DeVera of San Jacinto who is a very simple man occupying
the highest local government office of San Jacinto.’ I told him while he was at
that time in the capitol lobby, that there will be a new PSDS who will succeed
Mrs. Del Campo. Unfortunately the successor assigned is not from San Jacinto
because no one was qualified in the district on the ranking conducted prior to
her retirement’. It is an existing policy that whoever appointed as PSDS should
not be deployed in his/her district. We also wrote the Mayor and the Chairman
of the Local School Board informing them of the assignment of Dr. Nebran as the
new PSDS.
As a result, the Sangguniang Bayan passed a resolution requesting Mr. Redentor
Aquino, Education Program Supervisor to be assigned instead. Of course, we
understand their sentiment favoring Mr. Aquino being a kababayan and proud to
be supposedly preferred. However, he being a Division Education Program
Supervisor for Mathematics, he is also designated as Officer-In-Charge PSDS of
Binalonan District II, OIC for School Programs and Facilities, Coordinator for
scholarships and other designations. It would be impossible for the Office to
designate again Mr. Redentor Aquino that would be giving him too much load.
“Mas Masama kung ibibigay ko pa siya sa inyo kung hindi rin nya magampanan ng
lubos, the duties and responsibilities as PSDS for a second district. Although
we had never a chance to meet with the mayor after we wrote them, I requested
all school heads to give full support to Dr. Nebran. We could do nothing.
Whether you like it or else dito na siya until there is another cycle of
movements.” DepEd Order No. 7 s., 19 , states that is one’s a Superintendent
down to the principal is assigned to a specific station for five years already
he/she could be reassigned or reshuffled, but except , if they would be promoted/
one’s promoted for instance such principal should go outside of the school. If
a principal ayaw umalis sa school hwag na mag pa- promote. That is the
importance of the policy.”
“Dr. Nebran’s appointment is very timely because among the PSDS she is eloquent
in Pangasinan dialect; she will be able to understand more of your concerns;
she ought to implement the organization of special education program in San
Jacinto; intensifying our inclusive education program; this district should be
made as special education center; support the training /instructional needs of
the teacher; raise up the level of performance of pupils; raise up the level of
proficiency; sustain the high level of integrity of the teaching profession,
and raise up the level of standards of education.”
Dr. Nebran in her
investiture speech, said,” My stay here is not an accident because God’s plan
it. He plans the days of my life in advance by choosing the exact time and this
place for my appointment and destination. God’s plan is never accidental and
commit no mistakes. As Jeremiah 2911 states,” For I Know the plans I have for
you, declares the Lord, plans to prosper you, not to harm you, plans to give
you a hope and a good future.” For San Jacinto is a better place for me now. I
will do my best as good leader.”
All school heads and principals of San Jacinto District, The District Teacher’s
Club, PTA officers and members fully supports the newly assigned District
Supervisor Dr. Erna C. Nebran as they look forward for her as a catalysts of
reforms in said district.
